造紙工業以木材等原生植物纖維實施清潔生產，實現資源的可再生與循環利用，是我國國民經濟中發展循環經濟、低碳經濟的典型產業。另外，造紙工業還是國民經濟中重要的基礎原材料工業，具有資金技術密集和規模效益顯著的特點，其產業的關聯度較大，對林業、農業、機械制造、化工、自動控制、交通、環保、印刷、包裝等相關產業具有明顯的帶動作用。

我國造紙業的技術水平、企業規模和競爭力等，在“十一五”期間取得了很大的成績。但是，由于我國人多地少，林紙一體化發展受到自然條件的制約，國內纖維原料供需矛盾愈發突出，缺口逐年增大。2009年我國造紙原料纖維依存度已經高達44%，而世界上可供出口的木漿和廢紙畢竟有限，難以支撐我國造紙業的長遠發展;在裝備制造方面，關鍵零部件制造技術難以突破，限制了整個行業的自主化發展。同時，部分落后產能污染嚴重，COD排放占了行業污染的主要部分等，存在著發展中的一些問題。
